Who counts as "family" for citizenship?

Simplified pathway (Article 14 of Federal Law 62-FZ):

  • Spouse — married to the contractor for any length of time (no 3-year waiting period once the contractor has Russian citizenship via army service)
  • Children under 18 — biological or legally adopted
  • Adult children — if they were dependent minors when the contractor acquired citizenship, or if incapable of independent living
  • Parents — of the contractor, if they are pensioners or incapable of work

Spouse:

Children under 14:

  • Birth certificate — apostilled + translated (shows contractor as parent)
  • Passport if they have one
  • Second parent's written consent (if second parent is not applying)

Children 14–17:

  • Same as above + child's own written consent
  • Own passport

Parents:

  • Passport + translation
  • Contractor's birth certificate showing them as parent — apostilled + translated
  • Proof of pensioner status or incapacity

Where to apply — consulate vs Russia

From abroad (Russian consulate):

  • Cheaper, no travel
  • Family stays put during processing
  • Consulate options often slower (3–6 months typical, sometimes 8)

In Russia (MVD directly):

  • Faster (2–4 months typical)
  • Family must have legal entry (visa or visa-free entry) and registration
  • More common for CIS families who can enter Russia freely

What are the actual risks?

  • Second parent not consenting. For children under 18, both parents must consent unless one is deceased, deprived of parental rights, or unreachable (documented). Missing consent = application rejected.
  • Undeclared prior citizenship. If your spouse held Russian citizenship in the past and did not disclose it, the application is voided.
  • Marriage of convenience red flags. MVD sometimes interviews the spouse if the marriage is recent (under 6 months at contractor's citizenship date). Bring wedding photos, joint documents, evidence of shared life.
  • Home country blocks dual. Russia allows dual citizenship in this path. Uzbekistan, India, China, and some others do not permit dual on their end — family members may have to renounce home citizenship at their embassy. This is a separate process, not blocked by Russia.

What is NOT required (contrary to rumours)

  • Not required: family living in Russia at application time
  • Not required: family speaking Russian
  • Not required: waiting 3 years after marriage — the army contract path bypasses this
  • Not required: family passing a medical exam
  • Not required: family swearing an oath (only over-18 members swear)

Frequently asked questions

Can my family apply before I finish my contract?
Yes. Once you have Russian citizenship (usually month 2–3 of service), your family can apply immediately. Their application does not depend on you continuing service.
Do my parents lose their pension at home if they take Russian citizenship?
Depends on your country. Tajikistan, Kyrgyzstan, Uzbekistan pensions generally continue if the person keeps a home-country citizenship or residence tie; check with your country's pension fund. Russia grants its own pension after 15 years of Russian residence.
What if my spouse and I are not officially married?
You need a formal marriage certificate to use the spouse pathway. Civil partnership, religious marriage without state registration, or long cohabitation do not qualify. Get married in a registry office (in Russia or at home) before applying.
Can my children study in Russian schools while the application is pending?
Yes, on their foreign passport with visa or visa-free entry. Russian public schools accept foreign children with registration. Full free access to schools kicks in once they have Russian citizenship.
